I'll admit it. I don't clean up every time my dogs eliminate outside. I live on 80 acres and have a large fenced back yard. I clean up often enough near the house and barn, and let it go on trails and fields on our property.
City Dwellers don't have that luxury. Not only do you have to clean up every time you walk your dog, you may also have to get him outside from an 18th-floor apartment, down the elevator and out the door before he can go. Impossible with a puppy -- hence the popularity of paper training, or more recently litter box training for dogs. And hence the advantage of small dogs -- much smaller deposits to clean up.
You litter-box train or paper-train a dog the same way you train him to go outdoors. Determine where you want him to go, restrict his activity with leashes and crates between scheduled bathroom stops and take him to the spot when it's time for him to go. For a male dog, you may need to put a post in the middle of the litter box where he can lift his leg. And remember -- pick-up bags are a vital part of your dog-walking equipment. Use them.
